The normal life span for good quality carpeting with thicker padding is 5-15 years.
If the carpeting is definitely worn, you are going to want to replace the flooring so your rental always looks good and desirable.
If you replace the carpeting go with 8-pound padding (more thickness and durability and it feels better walking on it), and consider remnants depending upon how much carpeting you need. That could be a huge cost savings.
If the sub floor is cement, I prefer tile and that could last indefinitely.
